CQRS Local Usage Grows Year on Year

Since its inception in 2020, the Calculating Quality Reporting Service (CQRS) Local platform has proven to be a cornerstone in NHS England’s efforts to transform the claims management of Local Incentive Schemes across England.

CQRS Local can be used by commissioners to pay GP practices/Primary Care Networks (PCNs) for any service which is currently administered manually via paperwork such as Excel spreadsheets. The system not only streamlines the reporting process, but also saves time, improves governance, reduces paperwork, and enhances communications for commissioners and primary care providers.

CQRS Local continues to demonstrate its value by facilitating accurate and timely reporting, empowering business managers, finance managers and practice/PCN managers, alongside ICB primary care commissioners and finance leads.

Deborah Matson-Beale, Head of GP Payments for CQRS National and Local, on behalf of the CSU Collaborative which manages the systems, said:

“Over the last four years, CQRS Local has become one of the leading tools for data-driven claims management of Local Incentive Schemes within primary care. It has had a positive impact on data quality, decision making, and ultimately patient care.

We regularly review user feedback to help identify system improvements and features, and a significant update in 2024 enabled ICBs, if they wish, to automate payments to their providers via Primary Care Support England (PCSE).”

Key facts and figures:

  • Over £75 million worth of claims were made in 2024 through CQRS Local
  • 40,852 approved claims were processed through the system in 2024
  • 25 ICBs* (full and partial) are currently using CQRS Local
  • 3,324 active users in 2024 with an active programme to onboard new users.

Both the number of claims and their value has grown exponentially with an increase of 39% in volume and 81% in value for 2024 compared with data for 2023.

Commissioners can offer participating primary care providers any NHS services, from Acupuncture to Bail Hostel, Care of the Homeless Patients Service to Clinical Waste Disposal, and Locum Reimbursement to the Winter Access Fund (WAF), and more.
