New User Guide for Offering Services Contracts in CQRS Local

A new feature in CQRS Local allows commissioners to create a contract for a service and offer the service to all their providers. Each of the providers can respond to the offer by accepting or declining the service.

To support this additional feature, a new Job Aid has been created with instructions for commissioners on how to create the contract and guidance for GP practices on how to view the service offer and either accept or reject participation.
