QOF 2026-27 Indicators Update
There has been an update to the Quality and Outcomes Framework (QOF) 2026/27 service within CQRS National. This update is specific to indicators VI001, VI002 and VI003.
The calculation method for these indicators has been revised to reflect the changes outlined in the QOF 2026/27 Guidance under the section “Improvement Payments for VI001, VI002 and VI003”. As part of this update, each indicator now includes two additional inputs:
- Base Year Numerator
- Base Year Denominator
These values will be calculated and uploaded by the CQRS team later in 2026.
Please be advised that until these values for the new inputs are made available in CQRS, manual intervention is required for the monthly reporting only QOF achievement calculations to be generated. You will need to manually calculate and enter the Base Year Numerator and Base Year Denominator for each indicator into CQRS. Should these values not be entered, monthly QOF achievement reporting will not be produced. These must be entered manually at either Practice or Commissioner level. Once manual entry has been completed, only commissioners will be able to amend these values.
The calculation for the Base Year Numerator and Base Year Denominator is as follows:
Average = (Sum of Yearly QOF VI Values) ÷ (Number of QOF Financial Years with Available Data)
Example:
- QOF2425 VI001 Numerator = 10
- QOF2526 VI001 Numerator = 20
VI001 Base Year Numerator Average: (10 + 20) ÷ (1 + 1) = 30 ÷ 2 = 15
If you are unable to calculate these values during the interim period, you may enter the same values currently used for the numerator and denominator for each indicator. This will generate a reporting achievement calculation based on the current year’s inputs.

Once CQRS is updated later in 2026 to include these new values as standard inputs, practices and commissioners will no longer be required to manually calculate or enter them. The required data will be available within CQRS, and reporting achievement calculations will proceed as normal.
N.B The values for VI001, VI002 and VI003 can currently only be entered as whole numbers. The CQRS team is working on a solution that will allow decimal values to be entered into the user interface once the values calculated by CQRS are uploaded later in 2026. In the meantime, if you calculate a value manually that includes decimal places, please round it up or down to the nearest whole number before entering it.
